"the preparation for and the carrying out of all emergency functions necessary to prevent, prepare for, respond to, recover from, and mitigate emergencies and disasters caused by all natural, technological, or human-caused hazards. Its’ overarching goals are to save lives, prevent injuries, protect property, and protect the environment."

FEMA (Federal Emergency Management Agency) is the primary agency .

HSEM (Homeland Security and Emergency Management)
